New GIZ Toolkit Launched in Light of the Global Plastics Treaty Negotiations

As world leaders gather for the fifth session of the Intergovernmental Negotiating Committee (INC-5.2) on a global treaty to end plastic pollution, PREVENT member GIZ has launched the Plastics Treaty Assist Toolkit (PTAT) – a practical resource to help translate international ambition into national implementation.

Developed with support from the PREVENT Waste Alliance, the PTAT is tailored for policymakers, practitioners, and stakeholders who are working on the ground to drive change. It provides actionable guidance, proven tools, and strategic insights to support the development and implementation of effective plastic pollution measures across the entire lifecycle of plastics.

 

Plastic pollution poses a growing threat to human health, biodiversity, and climate. While over 1,400 laws have been enacted globally to tackle the crisis, fragmented and uneven policy implementation has limited progress. The PTAT aims to bridge this gap by providing practical guidance that aligns with the comprehensive measures currently being discussed in the treaty negotiations.

 

A Practical Guide for Policymakers and Practitioners

The PTAT is built around four key focus areas:

  1. Strategic frameworks to ensure long-term planning, finance, monitoring, and a Just Transition;

  2. Addressing problematic and avoidable plastics, including harmful chemicals and polymers of concern;

  3. Rethinking product design and sustainable alternatives, promoting circularity, reuse, and repair;

  4. Effective end-of-life management, including waste collection, recycling, and existing plastic pollution

In addition, the toolkit is structured across ten thematic sub-sections, each providing:

  • A clear explanation of the topic’s relevance in the context of the treaty;

  • Common policy and technical measures;

  • Case studies showcasing real-world examples;

  • Onward tools and resources to support implementation, evaluation, and adaptation.

The PTAT offers a flexible framework that countries can adapt to their specific needs and contexts by highlighting five core categories of policy instruments: regulatory measures, economic tools, voluntary agreements, awareness and education, and infrastructure development.

 

Supporting a Global Shift Towards Circular Plastics Management

The release of the PTAT is timely, aligning with INC-5.2 discussions as they shift focus from negotiations to concrete commitments. It provides valuable guidance for national-level implementation and helps foster a more coherent and harmonised understanding of potential pathways to reduce plastic pollution
